Legislative subcommittee OKs permanent rules for LEARNS Act's voucher program

Arkansas lawmakers signed off Thursday on permanent rules for the LEARNS Act's voucher program.

While the universal school voucher program, known as Educational Freedom Accounts, has been available to select students beginning this school year, the program has operated under emergency rules that were set to expire.
